Abstract
This paper described how a web-based learning environment called Theme-based Inquiry Network Studio (abbreviated as TINS) together with the school administrators’ shared leadership initiated and promoted the rigorous teacher professional development in a rural elementary school in eastern part of Taiwan. As a result, all teachers in the case school were capable of integrating TINS in teaching and enhanced their students’ e-learning regularly. The teachers in the case school continued their professional development in the e-teacher competition held by the local county in 2008 and won the first, third and fourth prizes out of 40 teams.
