Abstract

This paper reports on methods of empowering learners of foreign languages to learn via the Web, especially less commonly taught languages. This research and development project explores methods of building an online community of language learners, methods of promoting effective online learning, and evaluates some available options to make foreign language learning available to a global audience as a self-learn activity.
